Billy "Neal Moore was on Georgia's death-row for sixteen 1⁄2 years; He gave his life to the Lord Jesus Christ on September 6th, 1974, in the county Jail. God spared his life as he came within 7 hours of execution, for the crimes of murder and armed robbery of which he pleads guilty. The Lord Jesus said, you shall not die, but live, and declare the works of the Lord. And the gates of righteousness will be open to you, so that you can tell my story to the world.

While on death-row Billy earned a bachelor's degree in theology and ministered to his fellow inmate. God miraculously began to open doors: because of the pleas from the victim's family to spare his life; The Georgia Board of Pardons and Paroles on August 21st, 1990, commute Billy's sentence of death to life in prison. Nevertheless, in 15 months God once again open the door that men had closed and allowed Billy to be paroled on November 8th, 1991.
